For now the tool box latch is held shut with a wing nut and machine screw, I will probably go to a cotter key kind of thing. This is a Craftsman 20" steel tool box. The tray is a little narrow though, I might bounce some tools from the tray down into bottom with big bumps. Total cost on this project was about $3, I already had the paint, tool box, and the angle iron (old bed frame). I just had to buy some nuts and bolts.
